Tonelli To Become Terry D'Arcy's New Interim City Manager

JOLIET, IL — There are three topics on the agenda for the Joliet City Council’s special meeting set for 4 p.m. Friday. One is to approve a separation agreement with city manager Jim Capparelli, whose contract was set to expire July 12.

The other is to appoint Rod Tonelli, who serves as the board chairman for the Joliet City Center Partnership, as the interim city manager for new Mayor Terry D’Arcy. The third topic is to consider awarding a contract to the Northbrook-based consulting company GovHR USA for the city manager position.

According to its website, GovHR USA is a recruitment, consulting and interim staffing services for the public and non-profit sector.

Meanwhile, Tonelli is a familiar face in Joliet. According to his resume, he was president of Ruettiger, Tonelli & Associates, Inc., where he oversaw all company operations.

“Mr. Tonelli directs all planning related projects within the firm. Mr. Tonelli has a diverse background in municipal planning, land planning, development regulations and real estate development consulting. Mr. Tonelli also provides his technical expertise to the firm’s land development and subdivision design projects and consults with the firm’s mapping and geographic information systems division.”
